Charter of the Communications Council (COMCON)
1. Purposes
The Communications Council (COMCON) is charged with developing, implementing, and coordinating the following functional areas at MVUC:
• Overall planning and coordination for communications
• Direction of MVUC communications functions
• Coordination and submission of budget requests and prioritization
• Active coordination with key stakeholders at MVUC
• Reporting responsibilities as directed
2. Type of Council and Program Area
The Communications Council is a standing member of the Program Council.
3. Membership
Members of the committee include the volunteers responsible for communication channels plus individuals with professional and/or technical knowledge and experience. Members are appointed by the committee Chair. The Church Administrator is an ex- officio voting member. COMCON functional areas are as follows:
A. Web Site
• Design, inputs collection, maintenance, standards, quality control, and operation
• Services and capabilities growth:
• Organization and operation of a Users inputs for the web site
• Functional area plans and goals
B. Internal Communications
• Coordination and quality control of internal communications media (This Week at MVUC, Windmill, Weekly Bulletin, mvuc.org, etc.)
• Technology to support services and meetings (audio visual, sound system, recording, filming, etc.)
• Congregational inputs on internal communications media, quality, and ideas
• Functional area plans and goals
C. Media and Outreach
• Establish procedures and maintain links with local print and broadcast media
• Develop, maintain, and execute a community outreach plan
• Set goals for local media coverage, and coverage in JPD/UUA media.
• Assist in telling the MVUC story internally and externally
• Develop and ensure compliance with guidelines as to authority to publish
• Functional area plans and goals
D. Technology Advisory
• Constitute an Information Technology Task Force
• Provide recommendations for Administrative equipment and software
• Conduct resource planning for upgrades in hardware, software, training, etc
• Assist the staff in development and implementation of a sustainable data base to support volunteer recruitment and other member functions
• Assist in staff and member training and selection when appropriate
• Functional area plans and goals
4. Chairperson
The Chair, who serves a two-year renewable term, is appointed initially by the Board of Trustees (BOT). Thereafter, the Chair will be selected as reflected in the MVUC Bylaws.
5. Activities, Duties, and Responsibilities
The committee will conduct the following:
• Overall planning and coordination for communications and outreach support
• Development and execution of a Strategic Communications Plan
• Coordination and submission of budget requests and prioritization
• Active coordination with key stakeholders at MVUC, in particular the BOT, the Program Council, the staff and the Committees/volunteer groups.
• Reporting responsibilities as directed
• Review all official communication media used by the church and advise on making them as well-coordinated and effective as possible.
• Establish appropriate coordination with informal media that are or may be perceived as being connected to MVUC.
• Make policy consistent with this charter and bylaw authorities; make recommendations to appropriate authority in all other cases.
6. Authority Delegated or Retained
The BOT retains responsibility for all policy decisions not articulated in this charter or specifically granted by the BOT or the Program Council, and for any financial decisions not pre-approved.
